This report takes a closer look at A-to-A leasing on reserve, including what is working well, where challenges remain, and what can be learned from First Nations already using this approach.

As the first phase of a larger initiative, the review draws on research, feedback from Operational First Nations land governance staff, and discussions with key partners, resulting in four case studies that identify strengths, leading practices, and opportunities to improve the A-to-A leasing framework.
